Workflow before features
The starting point is not a feature list. It is the workflow: who uses the system, what they are trying to complete, what information they need, what should be automated and what must remain under human control. This prevents software from becoming a collection of screens that adds more work instead of reducing it.
Where WordPress is a suitable platform, I prefer a modular custom-plugin architecture instead of forcing unrelated third-party plugins to behave like an application. For requirements that outgrow WordPress, the product can be separated into a more appropriate application layer while preserving a clean public website.
